Own independant supply of electricity of water

The City Council told me that it can allow an outbuilding to be used for residential purposes only if it has its own independent supply of electricity and water

However in the Homes (Fitness for Human Habitation) Act 2018 it is not stated that this is necessary to be fit for human habitation.

I would like to know if the Council is wrong

I don't think that's the particular legislation the council will be relying on
 
Neither planning nor building regs require this AFAIK. Ask them for chapter and verse.

I've designed and gained planning for many conversions and new build residential annexes. This has never come up. Unless it's a very recent legislation or a local policy, It sounds smells like BS.
 
You've not missed anything. The council is talking nonsense.
