Paint flaking of plaster. How to fix?

Hi.

My house was built 2016. A small corner of my bathroom has paint flaking off and plaster is now exposed.

I have attached pictures.

my questions is how do I repair this?

when I touch the plaster. A Plaster coloured dust comes off. Is this normal?

I would be grateful if anyone can provide step by step instructions with any recommendations of products.

From some research I just need to sand the area and apply a deluxe plaster sealer? Then paint over it

Looking at your picture it would appear that a mist coat wasn't applied before painting. If you took a scraper to that paint I think it would come off in sheets. You will have to remove what's loose before preceding

Primer or a decent mist coat, as it's a bathroom get a decent bathroom paint too to finish off.

Is the bathroom ventilated enough?

that is a good question. It does have an electric fan extractor. And I ensure to open windows after a shower as well. I will need to keep an eye out.

In regards to the plaster dust. Can I just remove with a damp cloth?

Is deluxe easy care good enough? It says 5 year anti mould and says it’s steam resistant
