Paint for weatherboards

Hi, I've got a 60s house with wooden weatherboards across the front (see image). I want to paint them a different colour. I'm not sure what type of paint to use or whether these boards need to remain breathable? The current finish looks like paint, but I've been told it's stain, even though it scraps off??

Your advice would be welcome.

I had a similar situation on my house and used the following:

Scrape all loose flaking paint off.

Sand lightly to achieve an acceptable surface.

Apply Zinnser 123 this is a waterbased primer which sticks like....to a blanket. (X2) This stuff is fantastic!!!

Lightly sand.

Apply Dulux weather shield undercoat. (X2)

Light sand.

Apply Dulux weathshield gloss coat. (X2)

My woodwork looks very good......waiting to see how the 10 year life holds up.

I'm not a professional decorator but I have used many primers before and all I can say is this Zinsser 123 is excellent......I'm sure there are equivalents to weathersheild out there but none to the Zinsser that I'm aware of. Hope it serves you well.
