Paint off plasterboard in the bathroom

Hi guys,
So i have scraped the blue paint off that was under the wallpaper in the bathroom.... However I can't scrap it all off but in time steam in the bathroom starts to peel it more... Is it best to get it all off and then prime and repaint or just prime over it and paint.. Obviously it's a bathroom so humidity is high
