Paint on window frame

Hello. Whats the best way to remove emulsion off a upvc window frame? The previous owners must have painted it! Thanks. Phil

Do you mean the entire window, and is the emulsion matt or silk.

It's just on the outer frame bit and i think the paint is matt. Phil

Soften the emulsion with hot not boiling water and scrape with a plastic spatula.
