Paint over "crossed" lining paper?

hi

we have a room about 5m x 5m are is getting treated with a new dpc and 3mm vapour membrane then replastered up to 1.5m high (room height is about 2.3m)

the room has lining paper on it but looks old so i will be stripping this off before the dpc work commences

i want to paint the room and the damp guys will only plaster up to 1.5m

not sure on the condition's of the walls as of yet but was thinking of putting up lining paper then painting on top (no wall paper)

would i cross line them with lining paper and paint? or line them vertically then paint?

if crossed, do i leave a small gap between each piece or butt them up? - ive seen this mentioned on the internet

or do i just paint over the existing bare wall and fresh plaster?

I'd pay a little extra and have the walls skimmed to the ceiling.

Then no lining paper required.
