Id assume this top part should at least be ripped off. Its old paper though and it had damp damage in the plaster so I'm loathe to pull it off!

If you are happy to have smooth plaster and textured paper that wasn't hung to a high standard, then just paint over it.
Alternatively use a "paper tiger" to leave small holes (perforations) in the paper that will allow you to sponge warm water over the surface that will penetrate the paper and loosen the wall paper adhesive.
