Paint peeling/flaking/chalking?

Hi there,

Similar situations probably all over these threads but ive had areas of my house replastered due to a rewire and skimming artex.
The areas that have been plastered most bits have been fine, I did mist coat and then pop on the top coat but problem areas have arose. I've attached photos to help. Ive tried zinssers peel stop and stain killer products to no avail on one of the spots. Water doesnt seem to be saturating the walls on the exterior bits and it is present on some internal walls too. Can anybody give me a good approach to try next?

Old property with lime plaster?
Trapped moisture maybe?
 
Yeah old property, fresh plaster in the areas where it has happened though so im not sure if theres any lime plaster underneath that.
Ive got some stuff ordered for effluerescence to maybe neutralise that if that works, if that doesnt ill be out of ideas.

3 spots across 2 external walls and then 3 spots on 1 of the internal walls (the internal walls aren't ongoing anymore, so I wonder if they'd be fine after repainting).
Theres no moss or anything on the outside, and nothing pressed against the wall for condensation. I'd hope theres no penetrative damp but not sure.

How old is property
Is it lime plaster

The one above skirting is trapped moisture from damp course.
The second is from a deep chase for cable that was filled with gypsum plaster.
Vinyl paint used trapping moisture Vs breathable paint.
Plenty of information online regarding.
Not saying I'm correct though
 
You just might be though! I did use an acrylic paint, which I dont imagine is breathable. Ill give those areas a sand down and go over again with something that might be a bit more breathable. Thank you :)
