Paint peeling on chimney breast

Best way to sort out issue.

I was lightly sanding down existing paint work to redecorate, all good until the paint on the front on the chimney breast started peeling away from the layer underneath. The chimney breast is in use & i assume it has a liner for the gas fire.

I've used a scraper but it's just taking off more, also sanding with 600 grit paper & the same outcome.

Is it just a matter continuing to do what i am doing to it stops or is there a faster way to sort it out. I've read it's best to use primer afterwards. I have a tin of Zinser coverstain, would that suffice. Many thanks for reading.

Look's like poorly adhered paint to me as a result of condensation pushing it off maybe.
Stick some duck tape on and pull off old paint.
Use a decent adhesion primer like zinsser 123.
Then emulsion.

Think about humility in your house and what you can do about it if its a problem?

Cheers Wayners, started using duck tape & worked a treat. Unfortunately it's given me another problem. Didn't realise it at first but walls have been lined horizontally as some of the paper started coming off.

Can i work around with what i have removed so far or would it all have to come off? If i can work around it, how do i do it. If it all has to come off, would Zinser 123 still be the one to use. Many thanks

Little update. I continued taking off remainder of lining from around chimney breast & this is what's left.

Ideally i would like to paint it without lining paper on but would i have to remove every speck of paint? If i could how would i proceed with it? If not, is it lining paper again. Cheers
