Paint peeling on newly painted walls

Hi,

Have recently moved house and starting to decorate. Whilst painting the lounge wall, I noticed the exisisting paint bubble. I left it to dry and seemed to be ok. However, 3 months on, the paint on this patch has cracked and is getting bigger.

Other rooms in the house which I have yet to start to decorate, have flacky paint. How should I tackle both problems.

You've got bad adhesion, hence the bubbling and cracking.

Sugar-soap the walls thoroughly, and consider a light sand to provide a key and remove loose paint.
 
did somebody put glue on the walls before they were painted?
