Painting a window in poor condition

I need to paint the window in the flat im a landlord of. Just the inside, it’s a fourth floor flat so I can only get access to the skis to pain outside

The window and frame are in pretty poor condition, I’ve been waiting for the local authority to fix it before I paint it. They’ve done it now but it’s a mess so I need to repaint it and fit nice handles

the tenants are 3 young women who aren’t keen on me being in the flat. Putting the rights or wrongs of that to one side I need to be in and out quite quickly. I will be painting 4 other windows but they’re in much better condition

I was thinking of sanding the paint right back on the crappy window, getting rid of the putty which has cracked or fallen out and applying acrylic window sealant. Then painting one or two coats of Zinsser bullseye and then a couple of coats of acrylic satinwood

Any thoughts?
