Painting after a bad skim coat

Hi,

Recently had bathroom done and the plastering isn't exactly brilliant. It's not bad but there are a few lumps and bumps which isn't exactly what you want fr a skim coat. I've painted the wall with a base layer of enulsion and you can see a few of the lumps.

What's the best way forward to get it looking good? I'd rather not get another skim done as it isn't that bad.

I'm thinking fill out the small bumps with a light filler (red devil?), then sand the whole wall down to get it smooth. Then paint another base layer and paint?

Any tips appreciated.

Fill out any small dents with easifill. Whatever you do dont sand the wall, it doesn't work, and the dust is horrendous.
