Is there some particular way of painting asbestos soffits (the strip under the fascia board I think ? ). Have just removed loose bits , undercoated, and glossed but I seem to be getting some blisters here and there.

Ive always used a couple of coats of Smooth Masonry Paint or Emulsion To seal them
 
Asbestos does tend to blister when painted. Its quite abscorbent and can pull moisture through the other side causing the blisters.

Painting asbestos, will mean the paint is then contaminated with asbestos fibers, so any flaking paint in the future is a health risk.

Either cover it up with plastic soffit boards, ie encapsulation, or leave it as it is, or remove it.
