i heard emulsion & water 50/50 and then another coat of white emulsion and then colour of choice... is it any emulsion or does it have to be a certain type
Matt emulsion is what your after and would be more like 70% emulsion, give a test patch to make sure it soaks in, if not then simply add more water, then two top coats of your choice
if you think the wall or the plaster are still damp and drying out, you need a porous non-vinyl paint.
Dulux Trade Supermatt is very suitable.
It is not very durable but you can paint over it with any paint including vinyls once the walls are fully dry. This can take months, depending how wet they were.
A new build house that was exposed to rain before the roof went on can be sodden. An old wall that was replastered onto dry brick will be dry in a month.
