Normally, once the skimming has been done and dried, bond it with a mixture of water and PVA glue (ratio of 4:1 if I remember right but it'll tell you on the PVA bottle).
Also, it's a lot cheaper to paint a couple of coats of normal base coat before applying the actual paint. This is especially good if your paint is a light colour as you'll be surprised how many coats it takes to cover the colour of the plaster.
To get a really good finish, get some decorator's sealant and seal the edges and corners or where new plaster meets old plaster before painting as this will mean you're less likely to get cracks later on.
