painting over crazed emulsion on vinyl wallpaper

Hi all, I hope you can offer some advice on the following. I have been asked to paint a hallway and stairs, with a matt emulsion . The previous paint has been applied over a vinyl textured wallpaper .On the stairs the paint is sound,but at the hallway (which is aubergine) the paint is badly crazed. I have advised the customer to remove the paper and line it. But they are adamant that they do not want to do this. I was thinking of using some 123 undercoat to try and prevent it from happening again ,but am not sure. Could I get away with some oil based undercoat as I have some which I don't like using (Wickes crap) . Also if I use the oil based uc would this affect the matt emulsion top coat .

You tried that one coat stuff?? tends to fill in the gaps in the crazed paint

No I'd not thought of that.have you had any success trying it in the past?
