Painting over shed

Previous owners used this stuff (solvent based) on the shed:

in red cedar colour.

SWMBO wants it painted a different colour. We are looking at Cuprinol garden shades colours (country cream, silver birch, or urban slate).

Can I just paint over?
Do I need to sand down the shed first?
Do I need to apply some sort of sealer or primer first?

If the garden shades thing is supposed to be a 'wash' then you'd have to sand back anyway, and then not prime.

Given that the other stuff is dry, then it shouldn't really matter what's happening next, save to say splash a bit of ordinary emulsion on it, the stuff you have lying around at the back of the garage, and see if that goes on and stays on. You'd expect some to come off with weather, but this is just a test area.
