Silicone isn't designed to accept paints, that said you van forcefeed oilbased uc over it. Let the uc dry for awhile and then brush over it again.
it will never pass the finger nail test though and may flake off once pressure is applied.

CT1 will set you back about a tenner, SikaFlex will be about £7.
CT1 can be smoothed with a wet finger. Oil based paints applied directly over it can take a long time to dry, I normally use WB undercoat first.
SikaFlex is difficult to smooth, it sticks to everything.
Both remain as flexible as silicone. Neither are sold by DIY sheds (AFAIK).
