Painting over stain blocker

Hi

I have used a polycell stain blocker to seal in some stains. I have painted over it with a water based matt emulsion. The paint isn't drying on top of the stain blocker. It is drying on the rest of the wall but not on the stain blocker. Yet the stain blocker says that you should use a water based paint on top of it.

Of course, the cold weather is not helping drying times. But the rest of the paint has dried ok.

Any suggestions?

You will have to use a stain block first, as you say Zin BIN would be expensive but would do the job.

Forget undercoating, go over the stain block with 2 to 3 coats of Sadolin Superdec, a water based product also a doddle to apply and available in a range of colours including white (gloss or satin finish). About £35 for 2.5 litre's but goes a long way. Next time it's up for decorating you only go over with 1 maintenance coat.
