Painting silk on fresh plaster

I have read that a watered down matt emulsion is the best for a new skim, however (I know people on here will cry) I like white silk on the ceiling!

Question is how long should i leave it before i put silk on the ceiling? should I cover with matt white and then in time finish with silk?

Also how long do you leave it? till it looks dry? a week? and when i start painting do i need to leave the paint to dry longer than a day?
