Painting uneven wooden shutters

Hi!
We stripped back years of lumpy gloss paint off these old panels around the bay window. Took forever, and still not got a totally smooth finish. We have sanded it down by hand and tried coating with a primer to see if that hides it but you can still really see the uneven texture in places
Is there anything anyone would suggest to improve the finish?
We are ok with it not being perfect but with it catching the light in the window, it is pretty noticeable!

Sand the knobbly bits, and fill then sand the dents.

You could try a two part wood filler.

You could also try applying the paint a bit more carefully. Two thin coats are better than one very thick coat. A few runs and badly spread out paint there.
 
As a decorator, I try to avoid burning or stripping paint off. I sand the finish back, treating the years of paint as a form of filler. I am however lucky enough to justify having incredibly expensive sanders and dust extractors.

In the absence of access to such sanders, you could try products such as Peel Away, but looking at the images where the paint still exists, someone has previously butchered it when removing previous coats of paint.

Presented with that, I would use two pack filler sand sand that back. My go to 2 pack filler is Easypol 1. The cheapest place to buy a 3L tub happens to be Halfords (I last price checked about 2 months ago).
