Could it have been tight to the wall, don't see why not. Seen a whole lot worse though and I wouldn't class that as a bodge. If you're not happy though then could always paint it white or it could also be cut back tighter to the wall. Shouldn't be much of an issue to correct.
TBH though builders build, should really be plumbers doing the toilet and soil pipe work.
Shouldn't really have needed to use a flexi either TBH, if it's a new through the wall soil pipe. Install height should have been correct to allow a rigid connector to be used.
