The ceilings in my flat appear to have concrete covered in plaster, covered in paper. From reading around forums this seems rather unusual for the UK.
How can such a ceiling best be renovated? Is it ok to strip the paper, reskim and paint? Is there any sound reason why the original plaster would have been papered over? Also I want the ceiling rose removed, which will likely bring a lot of the base plaster with it. Could the hole just be filled in when the ceiling is skimmed, or would it mean stripping the whole lot back to the concrete and starting from scratch?
