Parkray Chiltern Back Boiler

Having problems since the cold snap set in. Our usually very toasty parkray seems to be struggling to heat the house. The rads are only getting luke warm but we have plenty of hot water. Have bled the rads and water is clean. The pump is set on the middle setting and has also been bled. At a lose as to what else could be the problem - help please

Is the pump running?, try turning the pump setting up, do you hear the pump change tone?.
 
Thanks, pump is running and changes tone when i which speeds. Have a danross timer with 3 settings (conctant heat, timed heat and off) and Jaeger therm attached to one of the pipes above the pump(hot water?) Is it likely to be the back boiler itself. Thought we had hot water but not sure now, could be that the emersion water tank is just very effective.
 
Does he fire draw well and give out room heat, The pump should not start until the water is hot, try turning the heating off for say half an hour, with a good fire, and then back on to check if the radiators get hot then. If this is the case it would indicate that the Jeager is faulty and not switching the pump off when the water cools

The pump comes on whether there is hot water in system or not. Tried the 30 minute shutdown and that got the rads a little warmer but I thought the jaeger was for the hotwater system not the sentral heating system so I don't understand why this should effect the rads.
 
As with all solid fuel appliances you have to get the hot water cylinder up to heat before you can have efficient central heating. Therefore if the central heating pump is switched on before the hot water is satisfied then the boiler will struggle to supply heated hot water for the cylinder and central heating at the same time. Hope this explains.
Are the flueways clear, do you see the flame draw down under the boiler flue when you open the damper?.
