parquet blocks

I have to relay some parquet blocks on my ground floor which is trowelled concrete. The existing floor is beech blocks laid on pitch which is in turn laid on the concrete. My problem is when I melt the pitch to lay the blocks on I find it does not adhere at all to the concrete base. The existing blocks are well secured, What do I treat the concrete floor with to make it adhere well?
