I am thinking of laying parquet floor in my flat. My worry is that the flat is built in the 1960's and we are directly above the garages - hence the floor is freezing cold all year round. Below our flooring is concrete. Would it be wise to put parquet flooring down or will there be issues with the cold floor and could this cause bulging of the floor?

The temperature shouldn't affect the floor too much other than it feeling cold, more importantly, you will need to check the floor for moisture content, if there is residual moisture in the subfloor, you will need to install a DPM and screed the floor before laying the flooring, there will be a fair amount of disruption whilst the sworn is performed. A floating floor like laminate or engineered wood would be at less hassle to prep and fit, and arguably a little warmer though not ALOT warmer.

I agree with crazydaze, Parquet is generally solid so the guidelines with the DPM he mentioned are essential. Some manafactuers are now bringing out Engineered Parquet Clic flooring than can be installed on underlay so very simple and easy for yourself.
