I know these are bunny questions but...........

When you've gained part p what does it entitle you to be able to do? ie what are the limitations of what you can undertake?

I'm a property developer and I'm now looking to be able to carry out and self certify my own electrical installations. In short what qualifications would I need?

I also have a long term goal of being able to carry out electrical instations for the other trades I currently work with.

any advice will be gratefully received

You cannot gain part P (unless you mean in the aquire the text of P1 and possibly the approved document sort of way), its a building regulation, so you can no more gain part P than you can gain parts A, B, etc

Technically none at all, but you need to be competant at doing the work you wish to do, and able to satisfy others that you are competant, if you are a property developer then you should be aware of how the building regulations work, if the BCO is sure that you've designed your linel size and knocked through a doorway right, then he'll sign it off, if he is sure that you have installed your sewage drainage in a competant way, he'll sign it off, likewise its no different for electrics ;)

If you want to do electrical work as a standalone thing, where a building notice isn't already required for other works, then its perhaps more cost effective to join a self certfication scheme, this will cost you £400 ish a year, you'll have to have 2381 as a minimum, and you'll have to demonstrate your competance on an existing install of yours to the guy who comes out for that purpose

(I'm not sure if you are familiar with FENSA, but the electrical self certification schemes work in a very similar manor)
 
how does the EAL VRQ Certificate fit into this?

I think its one of the qualifications the self cerfication schemes accept, but if you seriously want to get into to doing electricial work for people, then the city and guilds 2330 parts one and two are much more in depth and probably a much more sensible option
