Again Part P got me head in knotts. If theres a room which has kitchen in it at one end and a living area at the other end, ie open plan, does Part P come into effect if doing work in the living area part?

Of course.

Part P applies to all fixed LV & ELV electrical installation work in dwellings, or in locations that share the same source as a dwelling.
 
I meant is it notifable to Building Control? As if kitchen wasn't in the open plan space it could simply be done using minor works cert
 
Ah - notifiable - that's different.

The law does not define the limits of open-plan kitchen/diners - there are no zones.

I believe the Approved Document does have guidelines.

So in black and white, can i put in some extra sockets and a new light by using minor works certs? Thats what i'd do normally if no open plan kitchen.

The answer to this is yes, however it is notifiable work if it is within a kitchen. In the case of kitchen diners etc. the part P doc says:-

"As a guide only, in open plan areas the zone of
a kitchen may be considered to extend from the
edge of the sink to a distance of 3m or to a
nearer dividing wall."

If you are modifying an existing circuit it's a MWC anyway, regardless of its notifiable status.

Don't confuse wiring regs with building regs:
You issue the appropriate electrical certificate depending on the work done.
You notify, if required, that you have complied with all relevant building regulations.
