heard from council chap who inspects private landlords properties that council take on that pat tetsing will be legal requirement at endof year even if property only has fridhe , washing machine and cooker????? news to me

Depends on his definition of "legal requirement" - quite possible the council is making it a self-imposed rule. Doesn't make it "law" but does mean it will have to be done to meet the council's conditions.
