Paving slabs on soil

I’ve got some spare paving slabs that I’d like to lay on this space. I would like to use sand and cement to level them with the existing concrete.

I was unsure on how I need to prep this ground so that the slabs don’t sink, etc.

I also have a grinder and can cut the slabs to size.

Id just scrape off 100mm of soil. Gravel to level and sharp sand and cement.

What about an aco drain along?
