Paving Tiles

I have a small water puddle forming on my terrace which has 12inch paving tiles. I am planning to remove approximately 12 tiles to level that area. What should I use to mix with sand? Any particular kind of cement?

Just regular OPC mixed with sharp sand and water. We use a drop a Fairy for workability.
