peeling paint

hello. ive emulsioned my bedroom walls and the paint peels off in sheets taking a couple of other layers of paint with it. i assume one of the lower coats of paint has deteriorated and is causing this.is there anything i can put on the walls to seal them to stop this happening or do i have to take all the paint off and start afresh? :cry:

hello again. no replys so i have decided to p.v.a. the walls to see if this will stabalise the lower coat of deteriorated paint. if this is succsessful is it possible to apply emulsion on top of p.v.a. or am i gonna have to overskim the walls?
 
Second question first - no problem putting emulsion on top of the PVA.
But that's the easy bit.
I don't think there is anything you can add on top that will stabilise a layer that is coming adrift. And I don't think skimming would do any good either. You will probably have to get the suspect layer right off, find out why things were going bad, fix it, then prep the wall again.
