Yes you can, you may have to cut both end so it's equal and if you're really clever, cut the hinge pin slightly longer so the hinge plate is shorter so you can tap it with a hammer to prevent pin sliding out.

i use tin snips and a baby hacksaw and a belt sander [or grinder]
cut through the hinge with the hacksaw [you can cut the whole lot with a hacksaw but it must be fully supported cos they bend easily]
cut strait accross each side to meet the cut this will deform the edge slightly
cut again at a slight angle this makes it look neater and removes the deformed edge sand the edge clean to remove sharp edges and burrs
use 3 by 12mm or slightly longer if your material allows it
if ure hinges are silver colour use no4 by half inch screws
