Pilot lights but doen't fire up (sometimes) ???

Please Help,

Ongoing problem with gas boiler. When turned on to heat all water (rads and boiler) it usually works first time no problems. Pilot light lights, fires up and heats everything. Ther is a central thermostat and this is set approx 25 c.
However every now and again (usually at peak times in the evening but not always) it doesn't work. What happens then is - the pilot lights but doesn't fire up fully. It keeps trying to fire up and is accompanied by both a clicking and banging noise. The strange thing then is it might work a few hours later.
Three different guys have come out, have explained in detail to them what happens, and they have given three different verdicts. 1) first one changed a valve?? but this hasn't worked, 2) second bled the rads, same result 3) Third guy didn't know but said it might be the timer, but the timer is the same, as in it works most of the time but doesn't every now and again.
I'm in an apartment which is part of a block of about 15 appartments. does anyone know if its possible that when others are using their gas there isn't enough getting through the pipe (this might explain not working at peak times) but i don't know.

Would be very grateful if anyone has any suggestions.

By the sound of things, it would be easy to locate the fault if it took place during the engineer's call. If fault not present during call, then it becomes poke and hope with different remedies as you have mentioned.

What make of boiler?

The boiler is a Ferrolli. Can't get anyone to look at it when it doesn't work as it usually doesn't work in the evening.
