Pipe shrouds

I purchased radiator pipe shrouds from a seller who claimed they were suitable for 15mm piping.

When I received them, I discovered that the shrouds have an external diameter of 15mm,and therefore will not slide over 15mm pipes.

I presumed that shrouds slid over the pipework to disguise it. Was I correct in presuming this?

you cut them to length and push them on from the front not slide them over they should be fine
