Pipe vibration - is this water hammer?

Is this water hammer?

So when we flush the upstairs toilet the floor vibrates and a loudish humming noise occurs, and if we open the cold water it quietens down (until the cistern is full again) IF we flush it 5 minutes later there isn’t much sound/vibration.

the main is a blue mdpe pipe, on to 15mm copper with a brass stop tap, underneath my stairs and up along my kitchen wall. Note that the pipe which travels up vertically along my kitchen wall is not fixed to the wall.

Its recently become worse, ive never had an issue in the past. It doesn’t happen anywhere else in the house (sink, basin, washing machine,etc)

The WC looks to be 10-20 years old?

I can add some photos if you want to see the location of the pipe.

any remedies? what shall i try first?

Just a new washer in your ball valve will cure the noise. The washers become distorted and act like a reed in a musical instrument.
