planning premision and pitch of garage roof...?

Hi

We need a new roof for our double garage which is in our back garden and detached from our house. Its currently a flat roof but we'd like the new one to be pitched.

Do I need planning permission for this? Is there an angle below which permission isnt required? It may cast some shadow in my neighbours garden you see.

Outbuildings and garages to be single storey with maximum eaves height of 2.5 metres and maximum overall height of four metres with a dual pitched roof or three metres for any other roof.
