Plaster crumbling

I recently took some wallpaper off a wall. There was crumbling plaster underneath it. It is a big area. It looks like if you put your finger through it then you will go right through the plaster. Is it possible to save the plaster there without having to replaster it?
Any thoughts/ideas would be welcome.

It looks like you have used a steam stripper to loosen the paper and held it in place too long causing the skimming to blow away from the backing coat. You will need to remove any loose stuff and reskim it.
