I am preparing to decorate my home office in my [now 4 years old] new build home. It's timber kit with internal plasterboard.

We had some light panels stuck on the wall with an adhesive that has removed some the top layer of the plasterboard as shown in the attached photo.

My plan is to fill the holes you see with EasiFill 60, can I simply fill over the "paper" part of the plasterboard or should I prepare this first?

Buy a box of toupret powder filler. It's way better. Try not to mix way more than you need.
I'd roll the corners of a sponge and move in holes for 2 seconds to clean and dampen then push in some filler.
Other areas just fill over.
Damp sponge around the filled edges as you go to blend in a bit. Makes sanding easier at the edges of filler.
Leave to dry for 6 plus hours.
Sand with 120 grade on a block so it's flat but go easy. You can sand too much filler off by mistake.
Spot fill if required. Leave an hour sand again.
Paint.
Use easyfill if you have it already. I used for years but not now.

This is helpful as it's my first attempt at using filler, thank you. I already have the Easifill, will use the tips you suggest and see how it goes!
