Plastering existing wall, ceiling questions and doubts HELP!

I found out that the ceilings on my first floor were renovated but the laths were kept and pins were used instead of screws.

My first question. Is it worth to remove the old plasterboard attached to lath and replace with a fresh one and maybe just tape and joint or new plaster?

Why the lats were left on the first instance?

Is tape and joint enough or plastering the all ceiling wold be better.

As you can see on the attached photos I have to make some repair and also the old hard plaster is very weak and coming down very easily especially on the top during the room perimeter. My question which can apply everywhere in the house is. Can I board the ceiling first and then apply the hard plaster or the hard plaster goes before the ceiling board?
