plastering skim on skim

hi i have a stairs wall which has been skimmed,nothing wrong with it but theres a lip half way up.
i plan on putting some sort of moulding along the top of the lip.
can i just use browning and skim to get the bottom half flush? will i need to use that (is it pva glue) liquid to help skim take to skim?

If you are putting browning on skim... Scratch the original skim to get a key of sorts, pva (2 coats) and apply browning, then skim (2 coats obviously) with multi finish.

If you are applying skim to skim, scratch the original, pva as above and skim as above.
