Plastic nut holding kitchen taps on not undoing?

I think they're called monoblock mixer taps. There's a plastic sleeve on the stud with a 13mm nut shape on one end. Its a bit stiff and just keeps turning and turning. Nothings happening! Any ideas ?

the plastic bit has a metal nut inside if you can get it off you will see it

No chance of pulling it off with the amount room and grip that the plastic has.
