Please help, builder using newspaper in repointing ??

Hi there

Just looking to ask if this is correct. I have the a builder repointing around my new windows at this very moment in time.
I live in ahold 130 year ish granite house. After the windows were fitted a couple of weeks ago, they were sealed with silicon and certain areas patched with cement. Looked awful and glazing company agreed.
So here is the guy today repointing the windows. He has pealed out silicon and chipped out mortar... He has then filled the gap around the window with newspaper.
I've very little (none) building knowledge and this just seems odd to me. Is it normal ?
I've had nothing but severe problems with this company (all 5 glazing units fitted are broken and I'm awaiting replacements for them all. Plus an endless list.....)
The company who did the back of my house never used newspaper at all, just some foam.

Anyway if its normal, fair enough, but if not i really need to know ASAP. While he is still here .

I would think that expanding foam would push off the pointing. We always used to fill any gaps with cement bags first, then point. Its only there to give a base for mortar.
