plenty of hot water but no heating

My hot water system is working fine but the heating fails to fire up. Selecting the heating manualy on the control panel illuminates the LED, puts power to the thermostat (which switches fine) but I do not get any power at the terminal marked 'boiler' in the distribution box; power present when HW turned on.
I have selected the different motor speeds and it changes each time but I cannot get the heating to fire up.
Would this fault be caused by a wiring fault on the control panel (Honeywell ST7100 - not been moved at all) or could I be looking at a micro switch problem in a valve/motor?
It appears that the system is an 'S' plan as I have found x2 zone valves during my investigation.

Check the heating valve wiring.
Make sure when you call for heat the Brown, grey and orange wires are live.

If not then the valve is goosed !!!!!
