plumbing in a washing machine, plumbing question

Hello ~ We've just moved into a new house this week. Upon going to install our washing machine my husband discovered an orange plug set about 3 to 4 inches down inside the place where the drain hose should be secured. We can neither get this plug to turn or to lift out. Any suggestions? Is a special socket required?

perhaps some one has dropped something down the pipe, why not cut it off and install new pipe?
