Pock marks after painting

I decided to have another crack. This time I sanded the surface with 80 grit on my random orbital sander, then applied a layer of >this stuff< (Ronseal big hole smooth finish wall filler) and left it to dry for 24 hours.

I applied a second layer and left that dry for another 24 hours. Then I used 80 grit, then 120 grit to achieve a smooth finish. Felt and looked great. Then applied two coats of Zinsser cover stain three hours apart (it was still very slightly wet after two hours). Again, looked good.

The following day, it looked like this:

There are small dips in the surface. The left side is where the filler blended with the previous plaster. But I expected it to be smooth.

Any thoughts on where I went wrong?
