I’ve just blocked up my old extractor hole in my flank wall as the new one came out in a different position. Whilst the pointing on the wall looks generally okay to me, the bottom two courses of cement are quite crumbly and recessed.
What’s caused that and is it worth repointing just those two courses?

You can repoint them while you've got your tools out. Normally caused by rain bounce wearing the joints away.

Rain bounce? Thanks. Tools are away now and I’m out of sand and cement so that’s a job for another day.

OP,
There's more going on at the base of the wall besides the splash.

Come on then, don’t leave me hanging……

Is it the height of the air bricks? They’re all the same down our road. We're all semi detached and we're on a slight hill so the houses on the left of the semi's (which we are) are different from those on the right. Here's my neighbours - all right hand semi's are the same.
