Poor quality concrete used for floor please suggest if it need replacing

We have concrete floor poured its more than 6-7 inch think. Unfortunately it appears that the concrete is of poor quality.
The concrete colour is cream/white and appears that aggregate could be cheap recycled.

After four weeks we could scratch into concrete with metal pipe. Where no stone visible one can easily bring out lots of powder. If you hit the concrete with large object like spade it appears strong but we are not sure whether this powdery concrete could withstand water ingress if in case there is.


Can expert on the forum suggest whether weak concrete is acceptable or we need to replace it?

Thats what concrete does unless the surface is hardened by trowelling. You can treat it with a brush-on hardener/dust proofer.

No concrete is waterproof, you fit a DPM for that function
