How is 'ground area (measured externally)' measured as I have some steps down from the porch to the lower ground level. Are steps included/excluded in the measurements (they are after all at ground level)?

This provides permitted development rights for the erection of a porch outside any external door of a dwellinghouse.
Development is not permitted by Class D if -
(a) the ground area (measured externally) of the structure would exceed 3 square metres​

Thanks. I presume steps up to a porch/residence are permitted? (Flooring to ground level is a drop of c450mm)

There are already steps, but addition of the steps would mean moving the steps back....
