positive or negative pump????plz help

Fitted a new mixer shower and flow/pressure is rubbish. Cannot have a shower. Water comes out ~ 1litre/min when hot+cold. See picture for setup.

Negative or Positive? Salamander said Negative but Stewart Turner recently said Positive, initially did not know a solution.....

Do I need a surrey flange?
